Tempted to just say yes, but trying to provide a source I believe
https://html.spec.whatwg.org/multipage/semantics.html#charset
confirms. (I didn’t take a closer look at
https://encoding.spec.whatwg.org/, which may provide more
information.)

Ad hoc it does look funny but I cannot comment on the validator output.
