Thanks for reporting this.

As https://lists.w3.org/Archives/Public/www-validator/2016Dec/0019.html
explains I think I fixed the cause of the problem at least for this
particular case. The checker now correctly identifies it as Russian.

But you run into any further problems (for example, with other documents),
please do report them and I’ll get them fixed as soon as I can
