possible issue with validator

You'll have to excuse my ignorance but in my first web class we're using
you service to validate some pages. The main concern I'm writing about
today is that I noticed that if  validate a page without the <meta charset>
tag using the "upload file" option the page fails as it should. If I try to
validate using the Validate by Direct Input using the same code it passes.
Once again this being my first web class I'm not exactly sure if this is a
problem or not. Attached is the file that will fail the upload validation
but pass the direct input validation. Thank you for your time.
