We moved the W3C markup validator to Github.You can find it here: https://github.com/w3c/markup-validator <https://github.com/w3c/markup-validator>.
Though, If you need to check an HTML5 document I will suggest to use directly the W3C Validator.nu instead: https://github.com/validator/validator <https://github.com/validator/validator>
