Not in Strict.

The Doctype there doesn't make sense. It has the formal public identifier for the HTML 4.01 Strict DTD, but the system identifier for the Transitional version … and then the rest of the document appears to be XHTML (and sadly appears to be littered with alt="", even for images that convey information).
