In response to your example, wouldn¹t HTML TIDY add that in its output,
because clearly, if it was truly an HTML page, it puts in the essentials it
needs to be read.  
So technically speaking, if you were trying to make a page with your
example, but didn¹t know you needed a doc type, or a body tag, or a html
tag, it took what you gave it, & did it for you, no?
