Can anyone explain why the DOCTYPE remains html while the DTD 
has advanced to XHTML?  In other words, why not this?
<!DOCTYPE xhtml
     PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN"
     "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">

Over the years I've totalled hours reading pages at w3.org and never 
seen a mention of this apparent inconsistency.
