Error message:

"an attribute value specification must be an attribute value literal unless
SHORTTAG YES is specified"

Error message seems to be poorly written. How about

" an attribute value specification must be an attribute value literal unless
SHORTTAG YES and/or VALUE YES is/are specified"

Even better, how about:

"Your attribute values must be surrounded by quotation marks."
