It already says "The most common cause of this error is unencoded 
ampersands in URLs", in bold text followed by a link titled "Ampersands 
in URLs <http://www.htmlhelp.com/tools/validator/problems.html#amp>", 
and later on says "even inside URLs!" in italics.

Can you suggest any ways to make this clearer?
