Please not that character entity within an HTML document refers to
unicode codepoints no matter what is the document's encoding. Thus, the
character entity "&#149;" refers to U+0095 which is a control character
for "MESSAGE WAITING", definitely not a bullet.

The correct entity for a bullet is "&#x2002;", or "&#8226;" in decimal.

I have no idea why "&#149;" was accepted within an XHTML document, but
it was correctly rejected within HTML.
