There is another reason to declare the HTML 4.01 Transitional document type: 
the page uses  the FACE attribute for FONT, which isn't valid in HTML 3.2.

On the other hand, moving to HTML 4.01 will cause error messages about 
missing ALT attributes. This is of course a good thing, since every IMG 
needs an alternate text, though this was not enforced in HTML 3.2 syntax.
