... but it is refusing connections from 128.30.52.13 (one of the  
current validator server) while accepting requests from 128.30.52.49  
(another validator server). I suspect the issue is on your end. Please  
check with your system administrator for some zealous/broken  
firewalling of that IP or IP range.
