Improper identification of "There is no attribute..." on the 'target' attribute in hyperlinks

The validator identifies the 'target' attribute of a link as not being valid
for XHTML 1.0 Strict But when viewing
http://www.w3.org/TR/html4/index/attributes.html one find that target is a
valid attribute for a hyperlink.
