This may be a good idea for a browser but not for the validator
(at least the current version).

Only "Validate as ISO-8859-1" gives a useful error report,
namely "non SGML character number 144" and
"end tag for element 'B' which is not open".

"Validate as Windows-1252" is no better than UTF-8.
