[VE][63] on long title element

Error [63]: "character data is not allowed here"

So far as I know, there is no character limit on TITLE elements in the
header of HTML 4.01 docs.  The error is thrown because the validator
fails to read all the way to the closing tag.

What's up?  Did I miss something in the spec?
