We're talking about the same issue - there are interface elements that
should be hidden, but can be navigated to with the keyboard.

Yes, that's true - but the point is that users should not be able to
navigate to interface elements that are supposed to be hidden unless
the user chooses to navigate to those elements. At the moment, those
interface elements can be navigated to using the keyboard, regardless
of the browser, where the expected behaviour should be to focus on the
next visible focusable element in the navigation category (links,
interface elements, or any other sub-category).
