The RDF Interest Group would probably be a better place to ask then
the mailing list for the validation service.

You might want to have scripts that generate RDF (although, in my
experience, its more commonly exchanged in XML then n3) from various
data sources, but that applies equally to regular HTML webpages.

You don't need any special server.
