The validator performs a well-defined, formal process. The changes that you
propose are simply out of the scope of the w3c validator, because, if they
are implemented, it would cease to be a validator.

The kind of tools you are looking for, is usually called 'linters' and there
are various linters for HTML, e.g. 'Tidy' <http://tidy.sourceforge.net/>,
which is also available as a FireFox extension
