Support of Charcter encoding BIG5-HKSCS was disappear.

Hi,

I have search on the mailing list, and found that the BIG5-HKSCS was
requested 2003, and should be supported since 1.6.2. But I found the
current version on http://validator.w3.org/check didn't support that
charset.
(you can try with this URL
http://www.hko.gov.hk/textonly/forecast/chinesewx.htm)

And finally I found the charset was exists in old release.

Beside, is it possible show some error message when a page labeled
