Local www-validator does not work and header/footer does not appear

I followed all the steps of installing the html validator. When I run
the validator the header and footer do not appear neither the check
button works. When I looked at the source code of my browser I see
things like:

shouldn't the above be transformed to actual data for example link or
inclusion of the header.html?
