[VE][64] External text is invalid

Validating http://www.diversitydividend.com/news.asp
Error [64]: "document type does not allow element X here"

[ The News.asp page displays text that contains invalid characters.  The code that displays the characters is a call to a class and the text is stored in the database.  The text is uploaded by external administrators.  Not sure if it is to do with the DOCTYPE or not.  Please help.  Thankyou.
