Validator accepts malformed "charset" parameter

Hello!

The Validator declares

  <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN">
  <meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1'foobar">
  <title></title>
  <p>

"Valid HTML 4.01 Strict!" and uses ISO-8859-1 encoding despite the
malformed "charset" parameter, cf.
<http://validator.w3.org/check?uri=http://schneegans.de/temp/malformed-meta-charset.html>.
I don't think this is good behavior.
