I am not certain I understand your question. Do you mean that you were 
trying to read the dvla FAQ, and ended up on the validator's FAQ?

It so happens that the DVLA site links to the HTML validator, and that 
the validator's FAQ has explanations on validation - which I assume is 
not what you find abnormal, is it? -.

If what you are looking for is the DVLA's FAQ, then what you want is:
http://www.dvla.gov.uk/faq/faqindex.htm

I hope this answers your question. If not, could you clarify your query?
