The paragraph below that error message has more explanation about what
causes the error, and how to fix it:
"this is usually fixed by using CSS to achieve the desired effect
instead"

I see the page is already using CSS, and it would surely benefit from
using it more (e.g by moving the <FONT color="#006699"> style
information to the actual stylesheet, moving the color information from
the <hr> to the stylesheet), making the page not only easier to
validate, but also easier to maintain.
