In order of preference:

* Stop trying to decide when the user should have a new window. All
  browsers which support new windows have a way for the user to choose
  to open one when they want. (See also:
  http://diveintoaccessibility.org/day_16_not_opening_new_windows.html )

* Use a Transitional DTD

* Use JavaScript

* Use a custom DTD
