If I request the page, while pretending to be the Validator:

$ lynx -dump  --useragent="Lynx_pretending_to_be W3C_Validator/1.305.2.148 libwww-perl/5.803"  -head http://www.bhdgdptcalifornia.com/

Then your server returns:

HTTP/1.1 302 Found
Date: Thu, 24 Feb 2005 16:46:39 GMT

It looks like someone is trying to block software based on libwww-perl
- but are for some insane reason redirecting them to localhost instead
of giving a Forbidden message.
