Try &rsquo; or &#8217;  If you don't care about old browsers
you could also try &#x2019; or with an Unicode charset use
the corresponding transformation of u+2019.

If your charset is Ascii or Latin-1 you could also replace it
by windows-1252 and keep the byte 146 as is.  Don't try &#146;
