I used the "Validate by Direct Input" option.

The error message was:
No Character Encoding Found! Falling back to UTF-8.

Your FAQ says "
Specifying a character encoding is normally done in the web server
configuration file or administration program. "

So it seems like there is nothing I could do to keep your validator happy.
