Westciv is now, as far as I know, affiliated with the W3C, they simply
sell products related to the recomendations published by the W3C.

Are you uploading files to the validator through a browser or
accessing them from a webserver? Either the webserver or your browser
is claiming that the document is something other then an HTML
document. 

If you are using Microsoft Internet Explorer and using the file upload
method, please see this message (posted to this list yesterday):
