It is valid in HTML 4.01 Strict. You might be using a markup language
in which it is not valid, or you may be misinterpreting the error. It
is also possible that you have found a bug in the validator. It is
difficult to say which unless you provide some context (i.e. the URI
of the document which caused the validator to report this error).
