Where does it say that? I can't see it. (It does say that the &apos;
means &#39;, but I don't believe the DTD expresses a preference)

(Of course, &apos; doesn't appear in HTML, but if you are trying to use
an XHTML DTD to write your HTML against then you are bound to run into
problems)
