Using my crystal ball, I can see that you try to use the right single quotation mark (also used as an apostrophe) and you have entered it as octet 146 (decimal), which is the character's code in Windows Latin 1 (windows-1252). However your document's declared encoding is something else, probably ISO-8859-1, in which octet 146 is undefined. There are many different ways to solve the problem, and the choice depends on the page and its real encoding.
