[VE][139] New Error Message Suggestion

I was given the following message


Below are the results of attempting to parse this document with an SGML
parser. 

     1. Line 62, column 78: non SGML character number 150

due to an en dash (aka &ndash; or &#8211; or even &#x2013;, although we
used the first one here.) in the html. 

I don't believe this should a valid error message for the existence of
what is listed commonly as being available as an html entity special
char. 

Can you look into this?
