SVG 1.1

Hi,

The validator fails when attempting to validate an XML file with the 
following DOCTYPE:

     <!DOCTYPE svg PUBLIC "-//W3C//DTD SVG 1.1//EN"
         "http://www.w3.org/Graphics/SVG/1.1/DTD/svg11.dtd">

It fails because it looks for and cannot the file 
"REC-SVG11-20030114/svg11-flat.dtd".  Is there any chance this can be fixed?
