What is "broken fragments"

Hi W3C,

I don't understand the Link Checker warning message "There are broken
fragments which must be fixed" which I sometimes see.
For example, I get the message when I check this site.
http://www.shinseibank.com/fx_info/index.html

Most famous browsers such as Netscape or Internet Explorer does not show
me any error when I see the above site through them.
Would you tell me the exact cause of the warning message?
