Which attributes are allowed on the <body> element in HTML is defined
in the HTML 4.01 Recommendation, please refer to

for details. The 'topmargin' attribute is a proprietary extension to
HTML that never made it into a W3C Recommendation on HTML, that's why
the Validator does not accept it.
