<br /> in HTML allowed ?

Hello

I thougth that <br /> weren't allowed in HTML : it's said in the specs (http://www.w3.org/TR/1999/REC-html401-19991224/struct/text.html#edef-BR) that the empty tag is forbidden.
But the validator accept it (And mozilla keeps in "Standards compliance mode")
So, are <br /> accepted in HTML 4.01 ?
