I would suggest retrieving the code from validator-0_6_0-branch, nobody
has worked on HEAD for a while and it is almost certainly broken
currently.  More info: http://validator.w3.org:8001/source/

One thing to check would be OpenSP/onsgmls, it must be version >= 1.5. 
Validator uses the new "-R" command line switch, older versions don't
have it and will behave like you described above if used with the
validator.
