When you point the CSS validator at an HTML document or a plain CSS
file, it will produce an HTML example of code you can use to create a
"valid" icon.

When you point the CSS validator at an XHTML document, then its output
will be XHTML instead.

The CSS validator cannot know if you are using HTML or XHTML if you give
it the plain CSS file, so it assumes HTML or somebody smart enough to
make the small change needed for XHTML.
