[BUG] frag id #not-allowed-contained 404

an error of type: 

"document type does not allow element "foo" here  (explain...)" 

explains further at: 

http://validator.w3.org/docs/errors.html#not-allowed-contained 

but the fragment identifier (#not-allowed-contained) does not exist on that 
page.
