Yes, it very likely _is_ Redmond! When XHTML 1.0 was released, I spent a few months trying to figure out what _I_ was doing wrong (this also happened with IE 5.x; I haven't tried other browsers). The easiest workarounds I've found are: 1. Validate using Netzilla, or 2. Validate using IE, but without the ?xml declaration.
