It was, because it allowed smaller and more readable code, especially for
inline elements.
The question is whether it was a good idea to keep it in HTML4 after seeing
that most such features hadn't been implemented nearly anywhere (Lynx, Links
and Emacs-W3 being browser exceptions--partly). Doesn't matter for the
future, which is XHTML, though.
