Encoding names in validator...

Hello!

I was just wondering, why all encoding names are in lower case in the 
dropdown list at:

http://validator.w3.org/file-upload.html
http://validator.w3.org/detailed.html

and probably others??

Aren't they supposed to be the "official" names, i.e. IANA registered or 
at least "preferred MIME" ?
