Attribute 'target' on element 'A' not allowed by validator

Hello to all,

Maybe I'm misreading the HTML 4.01 specs, but it seems to me the TARGET
attribute is valid for the A element.

However, whenever I try to validate my page
    (http://www.the-end-of-the.net/faye.shtml)

I get:
    This page is not Valid HTML 4.01 Strict!
    Line 41, column 131: there is no attribute "TARGET"
