CatalogueManager: Automatic maintenance of SGML and XML Libraries

FYI, I've hacked together a program for automatic maintenance of
[SG|X]ML libraries and syncing them with the "master" copies.
It also serves as demo-of-concept for an architecture that will
distribute new document type definitions.

The prototype master-repository currently supports HTML, XHTML,
DocBook 4.2, MathML, SVG, SMIL and WapForum doctypes, and may
be of interest to users of markup-aware software, including
those with local Validator installations.
