ISO-8859-16 has been added and will be in the next release of the
Validator. ISO-8859-11 is not yet registered with IANA so we've deferred
support until that happens. I've logged this as a bug in our issue tracking
system <http://www.w3.org/Bugs/Public/show_bug.cgi?id=194>; feel free to
add yourself to the CC list if you would like to track it's progress.
