Unsupported ISO 8859 Encodings

Hi,

I have made some pages to test ISO 8859 encodings, based on the
descriptions provided at the Unicode site.

I found that the HTML Validator doesn't support 8859-11 or 8859-16
(Thai and Romainian, respectively).
