Ampersands (&'s) in URLs...

The suggested fix: (
http://www.htmlhelp.com/tools/validator/problems.html#amp ) for the
"Ampersands (&'s) in URLs" problem does not work on the Microsoft IIS
platform.

Although it may be convenient to blame Microsoft for this situation...  
A
note describing this caveat, both in the Validator and the URI above 
would
be helpful.
