link to charset info

Hi,

I think it's quite often very hard to find the information about how to
specify a charset. I think it's all being written up very nicely at:
http://www.htmlhelp.com/tools/validator/charset.html

It might be a good idea to add a link to that page when the validator
can't find the specified charset.
