The spec says ampersands should be escaped.  The validator validates
according to the spec.  So why is this debate occuring on this mailing list?

I don't think this list is really the place for this type of debate.  I
believe this list is for issues regarding to the W3 Validator.  This seems
to be more of a debate of the merits of the HTML4 specs.  And it seems to be
on the verge of becoming a flame war.
